Q: is it just the removal of the filter that makes these for fashion only ?

The main reason these are for fashion only is because they have been modified. Basically holes drilled for the spikes, etc. The filter canisters and air valves have also been removed. While the filters and valves are replaceable the modifications are permanent so we can not recommend their use where a standard respirator is required due to harmful or toxic particulates.
