Biased on a size 7 the calf is 13 3/8 inches in circumference and has an average increment of 3/8 inch. For example a 6 would be 13 inches and an 8 would be 13 3/4 inches. The tongue measures about 4 1/2 inches. So, for a size 7 with your measurements you would have a gap of just a hair over an inch which should be perfectly fine.
